Core message

A promise is not the same as a permit condition. A projection is not the same as an audit. A listening session is not the same as a binding hearing.

A legislator-organized accountability & fact-finding forum.
Not the formal air-permit hearing, and not a redo of the County approval.
Questions are screened through notecards — photograph yours before submitting.

Game plan

Before Prep your card

Pick one subject: process, air, water, money/jobs, corporate responsibility, or PR.
Write one question per card — start from a documented premise, end with a request for a number, document, legal authority, or deadline.
Photograph every card. Email organizers in advance asking that every card & answer be preserved and published.
Bring a notebook or a timestamped notes app. Coordinate topics — but submit your own genuine question.

During Work the room

Record the exact answer, speaker, time, and any promise of follow-up. Follow all venue & recording rules.
If an answer is vague, file a follow-up card: “Will you put that in writing and identify the enforceable document supporting it?”
Don't argue over slogans. Ask for maximum annual figures, assumptions, monitoring, enforcement, and public access to raw data.
No personal accusations. Use: unsupported, unverified, inconsistent, not publicly documented, or contradicted by a named record.

After Lock in the record

Post or circulate cards that were submitted but not publicly answered.
Send targeted IPRA requests to the agency holding each record category (see Docs tab).
Log every promise in the Answer Tracker: question, official, promised action, deadline, source, status.
Submit technical air-permit concerns through the formal NMED process — a notecard is not a substitute.

Timing: Written IPRA requests get the statutory protections. If inspection isn't provided within 3 business days, the custodian generally must explain in writing when records will be available. Inspection ordinarily must occur within 15 calendar days unless the request is properly treated as excessively burdensome or broad.
