The Parks and Recreation Advisory Board advises City Council on park land, facilities, and master plans. It meets third thursday of the month, 6:00 p.m., and the city files its minutes as scanned images in a records system almost nobody reads. Open items
In May 2026 a board member proposed tracking every open action on a spreadsheet — originator, date, description, point of contact — as a permanent agenda item, because the online trail map had gone un-updated for over a year. Staff said they would comment at the next meeting. Until that exists, this is it, built from the minutes.
Young Park master plan decision
Still not made. Carried from May 21, where it was tabled to September 17. Harrison-Rogers said the decision deadline was postponed until September; staff have refined three concepts for the board's consideration.
Young Park work session
The work session promised in May now has a plan but no motion: Bingham suggested the August 20 regular meeting be limited to the election of the chair, with the Young Park work session held right afterward, and the board deciding at its conclusion whether another session is needed. The record leaves open whether it is a special meeting or a discussion item.
Young Park materials and financials before the work session
All materials previously provided for the Young Park Master Plan are to be provided again prior to the next meeting, including financials — the financials Bingham said had not been vetted in May. Cost estimates are subject to change and are being worked on to provide to the board.
Election of Chair
Postponed by motion to the August PRAB meeting. Amezquita said family may require an extended leave of absence; Bingham said Jeremy Williams, absent from this meeting, stated he would be willing to serve. Harrison-Rogers' suggestion of voting in a temporary Chair was not acted on.

Online trail map
Answered in part for the first time: updated trail maps exist internally but are not published, because the city cannot update online maps until they meet new web-accessibility rules and the technology to describe maps accessibly does not exist. Bradley asked what can be done in the meantime; the only option offered was a static map. No date was given for publication.

Downtown splash pad slip hazard
Raised again by Bradley — people reached out to remind her about the slippery areas in the downtown plaza splash pad. Harrison-Rogers said the splash pad is up to code on grittiness, but sometimes people spill things. No inspection, remediation, or follow-up was committed to.

Electric Light Parade route and PRAB involvement
Staff plan to meet with transit, LCPD, Fire, and Parks to identify possible new parade locations. Beard asked to be involved in the discussions before the next parade and for the city to present to the PRAB so the board is involved in decisions. Bingham said staff bring an overview to the board but generally do not ask it to approve the event; no commitment to a presentation is recorded.
Sponsorship policy for the Fourth of July
The city is evaluating its sponsorship policy and hopes to be able to do sponsorships next year for the Electric Light Parade and possibly the entire Fourth of July weekend.
